Dogs aren't automatically born with a very short tail. Majority of the times with breeds with short tails, they were docked when they were puppies due to breed standards. Usually the breeder will have the tails docked a couple days after they're born.

Jack's tails are not naturally short. Most have their tails docked shortly after birth. (no more than few days) Though in some places they are now choosing to keep their tails natural. If you look on Skippy page he has a full tail. Our dear Maggie who is now at the bridge had a cropped tail.

Jacks are born with short tails for chasing vermin. They are bred to do so. They would not need long tails to hinder them from digging burrows after the vermin. Check out akc sites that use Jacks for competition hunts. It is a sport Jacks love.
