puppy in groundfloor flat

I live in a groundfloor flat and there is a communal garden and entrance in the property. When we moved in we considered the option of having a little puppy. In the contract it does not state if pets are allowed or not, so we asked our landlord via mail if it would be ok to have a small dog. He said it was ok and him and his children have been round to see the dog. But, a neighbour just said that dogs are not allowed in the premises. I asked who said that and she says the council. I told her that I have seen a couple of dogs in the communal garden once, she did not believe it and then she asked whose were those dogs. I did not want to tell her and she said that she is going to report all these to the council. Im affraid now of having to leave my flat. help..
