Help! Our dog is scared to walk!

Help! Our two year old husky lab mix has suddenly become terrified and agressive. We just moved from the country to the city and he's very scared and timid about going for walks. We are only about four blocks from the park and dog run where he is instantly himself again. The problem is he has now associated his harness (which he used to love cause it meant going for a walk) with the noise and scary bustle of the city, and this otherwise tender and sweet dog will not let us put the harness on him. He gets very defensive and bares his teeth and even nips and bites if we try and clip the harness. This is a very stressful event as we feel like we are torturing the dog, as well the fact that he can't go to the bathroom if we don't take him out. This is leading to a lot stress and emotions. Please help! We have tried positive things like a treat with the harness, or peanut butter with the harness, or treats as we walk (if we ever get the harness on without losing a finger) and they don't seem to be helping.
